In 2005 the Government published a short statement that is now incorporated into Planning Policy Guidance Note 3 (PPG3) as paragraph 42a.
Paragraph 42a sets out guidance to Councils when considering planning applications to redevelop any undeveloped (surplus) allocated industrial/commercial land, or other possibly redundant land or buildings in industrial/commercial use, for housing.
Paragraph 42a does not change policy set out in the adopted South Bucks District Local Plan, but is to be considered in addition to Local Plan policy.
The Council is preparing a Core Strategy under the new Planning legislation, and that will deal with strategic issues relating to employment policy. The timetable for that is set out in the Council's Local Development Scheme. Accordingly, the Council has published a statement interpreting paragraph 42a in the interim period.
