Sustainability Appraisal

The concept of sustainable development is central to the reformed planning system. Sustainable development is about ensuring a better quality of life for everyone, now and in the future.

The emerging Local Development Framework must be the subject of a Sustainability Appraisal and Strategic Environmental Assessment as the statutory requirment. They both have the objective of promoting sustainable development through the integration of economic, social and environmental considerations into the preparation of Local Development Documents. They will be carried out as a single integrated process. Documents will be tested to ensure that they reflect sustainable development objectives. The findings of this process must be published by the Local Planning Authority.

As part of the process, the Council will undertake the following stages for a Sustainability Appraisal:

Stage A: Setting the context and objectives, establishing the baseline and deciding on the scope 

Stage B: Developing and refining options and assessing effects 

Stage C: Preparing the Sustainability Appraisal Report 

Stage D: Consulting on the preferred options of the Development Plan Documents and the Sustainability Appraisal Report

Stage E: Monitoring the significant effects of implementing the Development Plan Documents 

Sustainability Appraisl for the Core Strategy

Stage A: Scoping Report

A Scoping Report of the Sustainability Appraisal for the Core Strategy Development Plan Document was published in May 2005 for consultation.

The Scoping Report set out the Framework for how the Sustainability Appraisal will be carried out for the South Bucks Core Strategy Development Plan Document. It also set out other plans which are relevant to the Core Strategy, provided a wealth of information about the District, and identified key issues and broad generic options for the future. It proposed a draft set of objectives and indicators, which would be used in future stages of the process to assess the sustainability merits of the different options.

Comments received on the Scoping Report were taken into account and they were incorporated in the Initial Sustainability Appraisal Report Where appropriate.

Stage B: Initial Sustainability Appraisal

An Initial Sustainability Appraisal was produced along with the Core Strategy  - Issues and Options Paper for consultation in Jan / Feb 2006.

Stages C and D: Sustainability Appraisal Report and consulataion

A full Sustainability Appraisal Report has been prepared supporting the Core Strategy - Preferred Options Document. The Report, together with the Core Strategy - Preferred Option Document are subject to a six-week consultation, from 11 September to 23 October 2006. You are welcome to submit any comments on the Report. For details on how to make comments, please refer to the Core Strategy page.
