During routine food hygiene inspections, environmental health officers assess premises for compliance with the Food Safety Act 1990 as amended Food Hygiene (England) Regulations 2006, EU Regulations 178/2002, 852/2004, 853/2004 and 883/2004.

In some cases a premises will go beyond the standard required by law and demonstrate excellent levels of food safety and hygiene. If the premises and proprietor satisfy a number of criteria, officers put them forward for a Certificate of Excellence in Food Hygiene.

This scheme has been suspended to await national agreement on a "scores on the doors" scheme for full public access to all food premises in all local Councils.
