Core Strategy – Additional Consultation on Proposed Changes

Four weeks consultation on the Schedule of Proposed Changes (published in July 2010) and the Schedule of Further Proposed Changes (published in October 2010) was undertaken between 15th October and 12th November 2010. This consultation period is now closed. These two schedules set out changes proposed to the Proposed Submission Core Strategy (pdf file) from 31st March 2010 to the start of the Examination Hearings.

 Background
On 31st March 2010, the Council published the Proposed Submission Core Strategy. Representations were invited on the soundness of the Core Strategy between 31st March and 12th May.

The Core Strategy was then submitted to the Secretary of State for Examination on 21st July 2010.

Schedule of Proposed Changes (ref. CD1/02)
This schedule was one of the documents submitted to the Secretary of State for Examination. The changes proposed to the Core Strategy in this schedule, address matters including:

• Revocation of the South East Plan, and the associated removal of regional housing targets, and the regional processes for assessing the needs of gypsies, travellers and travelling Showpeople;
• Amendments to PPS3: Housing, which removed the national indicative minimum density of 30 dwellings per hectare, and changed the definition of Previously Developed Land;
• Representations received to the Proposed Submission Core Strategy (in response to the consultation that ended on 12th May 2010).

Schedule of Further Proposed Changes (ref. CD1/35)
After submission of the Core Strategy, the Council prepared a Schedule of Further Proposed Changes to deal with further editorial changes, factual updates and wording changes to improve the clarity of the supporting text and policy wording. This document was published on Friday 8th October, following the Pre-Hearing Meeting on 5th October.

Many of the changes set out in both Schedules are minor. However, in the interests of ensuring a clear and transparent consultation process, the Council, together with the Inspector appointed to examine the Core Strategy, decided to consult on all the changes in both schedules.

For ease of reference, the Council has produced a Consolidated Version (2) (pdf file) of the Core Strategy (CD1/36), showing all proposed changes marked within the Proposed Submission Core Strategy document.

Representations
A 4-week period of public consultation on the two Schedules of Changes (Schedule of Proposed Changes - pdf file   and the Schedule of Further Proposed Changes (pdf file) was held from 15 October to 12 November 2010. 25 representations were received in total, many of which were duly made (relating to proposed changes and received with the four week consultation period), although others were not relating to changes and/or were received after the 12 November. These have now been forwarded to the Inspector for consideration as part of the examination into the soundness of the Core Strategy.
