Home Renovation (Decent Homes) Loan for Repairs or Improvements
This is effectively an interest free loan to be repaid in full when a property is sold.
Eligible works include:

replacing a defective damp proof course;

renewing unsafe electrical wiring;

carrying out repairs to the structure;

providing a bathroom or an inside toilet for the first time;

improving poor internal layout, for example, by replacing a steep staircase or where a bathroom can only be reached through a bedroom.
For landlords:
Who can apply?
Owner-occupiers or tenants will be means tested to see if they can afford to pay for some of the work themselves.
Landlords are assessed on the rental income from the property to see what contribution they should make.
How much is the loan?
Up to £20,000. Landlords will have to pay 50% of the agreed cost of the works. The grant will be this amount less their assessed contribution based on the increase in rental income.
Are there any other conditions?

The Council will reclaim the loan in full when the property is sold, plus a 10% charge for administration.

The works must be completed within 9 months of loan approval.

Limit of one application over a three year period. Additional assistance after three years would only be entertained in exceptional circumstances.

Landlords must rent out the property, but not as a holiday let, for five years after the loan is paid.

The Council can recover the loan in full if the conditions are breached.
