Planning Committee 21st October 2009


The planning applications for Pinewood are due to be considered by South Bucks District Council's Planning Committee at its meeting on 21st October. The meeting will be held at the Council's offices at Capswood, Oxford Road, Denham UB9 4LH.

We are anticipating that some 300 - 400 people may wish to attend to hear the Planning Committee debate and make a decision on the applications.

A number of marshals will be on site to guide members of the public and to ensure compliance with safety requirements.

The Council's office site at Capswood will not be accessible before 3-30pm for anyone wishing to attend the Committee meeting. The Planning Committee meeting will commence at 4-15pm. The Pinewood applications will be the first applications to be considered by the Committee.

There will not be any parking facilities available at the Council's offices for members of the public attending the Committee, other than for those with a disabled badge and the press. This is due to the fact that there is only limited provision on site and the number of vehicles on site must be strictly controlled for safety reasons associated with the large number of visitors expected. You will need to make your own transport and parking arrangements.

The Council Chamber in which the Committee will be held only has capacity to accommodate 50 members of the public/Pinewood in addition to the Committee, Council officers and the press. Entry to the office building and the Council Chamber will be strictly controlled for safety and fire safety reasons - there will be no public access to the Council Chamber without a pass.

We understand that local residents and other interested parties have formed an action group. We will issue a number of passes to the organisers of the action group. We will also issue a number of passes to Pinewood for their representatives. The action group and Pinewood will be responsible for distributing those passes to their supporters/representatives on the afternoon of the Committee.

However, a large marquee will be provided in the grounds of the Council's Capswood offices for those members of the public and Pinewood representatives who do not have a pass for the Council Chamber. The marquee will have a public address system linked in to the Council Chamber so that you will be able to hear the Committee debate taking place in the Council Chamber. The marquee will contain a number of seats for the elderly and those with disabilities. Temporary WCs will be available on site in the vicinity of the marquee.

The Chairman of the Committee has agreed that Pinewood (or their agents or supporters) will have the opportunity to make an oral presentation to the Committee of up to 5 mins on the main application only - if more than one person is to speak then the 5 mins is shared between all of those who speak.

Similarly, the Chairman has agreed that the action group representing objectors will have the opportunity to make an oral presentation to the Committee of up to 5 mins on the main application only - again, if more than one person is to speak then the 5 mins is shared between all of those who speak. The action group will be required to agree beforehand who will speak on their behalf.

Under the Council's formal procedures those District Councillors who do not sit on the Planning Committee itself also have the opportunity to make an oral presentation to the Committee of up to 5 mins on the main application, and a further 5 mins on each of the other two applications as well should they so wish. Such oral presentation shall be limited to a total speaking time by non-members (of the Committee) of not more than 5 mins on each application.

The Chairman has ruled that no recording of any form (including voice recording, photography and video) will be allowed within the Council Chamber or the Capswood building itself.

Following the Committee reaching its decision on the Pinewood applications the Committee will adjourn for a period of time, during which the Council Chamber will be cleared of all personnel.

Other applications and matters to be considered by the Committee

The Committee will reconvene to consider other matters on the Committee's agenda (e.g. applications not associated with the Pinewood proposals) following the Council Chamber having been cleared. The Committee will not reconvene before 5-45pm for these other matters.
